City of Ukiah 2040 General Plan

The City of Ukiah 2040 General Plan has been released! The Ukiah 2040 General Plan is a long-range plan that guides decision-making and establishes rules and standards for new development and city improvements. It reflects the community's vision for the future and is intended to provide direction through the year 2040. The 2040 General Plan process, which began in Spring 2019, included several community engagement events where community input was solicited to help guide the future of the City.

Notice of Preparation of a Draft Environmental Impact Report

The City of Ukiah (City) is preparing an update to the City’s General Plan. The City has determined that an Environmental Impact Report (EIR) will be necessary to evaluate environmental impacts of the General Plan Update pursuant to the California Environmental Quality Act (CEQA). In compliance with CEQA, the City will be the Lead Agency and will prepare the EIR. The City is requesting comments and guidance on the scope and content of the EIR from responsible and trustee agencies, interested public agencies, organizations, and the general public (CEQA Guidelines Section 15082).

What is a Notice of Preparation?

This Notice of Preparation (NOP) provides a summary of the General Plan Update; includes the City’s preliminary identification of the potential environmental issues to be analyzed in the EIR; and provides information on how to comment on the scope of the EIR.

Land Use Alternatives Memorandum Available for Review!

The General Plan Land Use Alternatives Memorandum is available for review! The Land Use Alternatives Memorandum describes a series of possible land use concepts for future growth within the City over the next 20 years. City staff and the advanced planning specialists prepared the land use concepts based on community input from Community Workshops #1-3, PumpkinFest (2019), and technical analysis.

We invite you to review the Memorandum and provide feedback on your thoughts on the future of Ukiah. All public comments submitted will be presented to the Planning Commission and City Council at a Joint Study Session tentatively set for March 2022.

The General Plan Update is a pivotal opportunity to shape the future of Ukiah. Through the Update process, the City and its advanced planning specialists, with input from the public and stakeholders, will consider new, pertinent topics, such as climate change and resiliency, environmental justice, and public health, to ensure Ukiah is positioned to achieve its vision for the future.

As the Update progresses, this website will be your primary source for information. Please check back for drafts of project documents and opportunities to engage in the Update process- including dates and times of events and meetings.
